The Distributed Generation/Energy Storage (DG/Storage) Regulatory Analyst (RA) is responsible for supporting CSE’s Director of Policy and Regulatory Affairs Manager in providing policy subject matter expertise and in engagement with regulatory agencies, including compliance filings, advice letters, and participation in proceedings relevant to DG/Storage. The DG/Storage RA will report to the Regulatory Affairs Manager, providing analysis and communication on regulatory and policy issues related to DG/Storage for distribution to the Director of Policy and all relevant CSE programs. In collaboration with the Policy Team, s/he will facilitate CSE’s regulatory- and policy-related activities in pursuit of the organization’s mission.
Foremost of the duties of the DG/Storage RA is to support the Distributed Generation/Renewables Teams in their communications with the CPUC, CEC, ARB and other agencies. Under the direction of the Regulatory Affairs Manager, this will involve establishing and maintaining communication and productive working relationships with regulatory agency officials, utility staff and other key stakeholders, including local governments and industry groups. The DG/Storage RA will track proceedings and draft regulatory comments, and manage preparation of policy summaries, web postings and other materials for a variety of stakeholders. A secondary duty will be to monitor relevant legislative and executive action at the State and Federal levels, in coordination with the Director of Policy. In addition, the DG/Storage RA may serve as a subject matter expert on certain policy areas, including DG, Energy Storage, Rate Design/Reform, Net Energy Metering (NEM), and other Demand-side programs, as directed by the Regulatory Affairs Manager or Director of Policy.
The Energy Engineer is a critical part of CSE’s Engineering, Research and Analysis team. The Energy Engineer position is responsible for interfacing with customers and performing assessments of commercial and industrial facilities with regards to energy efficiency and/or renewable energy projects. This position also includes assisting Project Managers on program level tasks, such as providing technical reviews and field inspections to ensure projects conform to program requirements. The Energy Engineer position is an integral part of the Engineering staff and contributes to overall team deliverables and objectives on a variety of consulting contracts.
We are looking for a contract Energy Engineer based out of San Diego, Oakland or Boston to assist us 40 hours a week for 6 months (this position is benefits eligible). The ideal Engineer should have their Mechanical or Electrical CA or MA Professional Engineering License.
CSE is the Program Administrator for the Self-Generation Incentive Program (SGIP) within the San Diego Gas & Electric territory. The SGIP provides incentives and other assistance to residents and businesses that install wind, waste energy recovery, pressure reduction turbines, fuel cells, advanced energy storage and combined heat and power (CHP) technologies. SGIP plays a critical role in the deployment of distributed energy projects and the reduction of onsite electric demand and greenhouse gas emissions.
The Project Assistant will play a vital role in implementing SGIP administered by CSE, and is primarily responsible for providing administrative and processing support. The position will focus on supporting program operations and providing outreach to interested customers and industry participants. The Project Assistant must be organized, detail oriented, and able to prioritize his or her workload and schedules based on the needs of the program. This position presents a substantive opportunity for the right applicant to gain valuable experience in the green energy marketplace.
This newly created position will be the Principal Investigator contributing to a portfolio of Distributed Generation and Energy Advisory Service programs and projects. Under the general direction of the Director of Distributed Generation, the DG Principal will be a key member of CSE’s team of project and program managers, engineers, analysts and policy advisors by providing subject matter expertise on a diverse portfolio of clean energy initiatives focused on advanced energy storage, smart grid, behind-the-meter distributed generation, advanced renewable energy grid integration and vehicle-grid integration research and deployment projects.
Daily activities will involve managing development of work products required for project administration, facilitating team meetings involving complex issues, interacting with CSE policy and marketing staff, preparing briefing or other materials for presentation, and making presentations in representation of CSE’s programs and mission. This position requires interaction with stakeholders including legislative staff, industry, customers and government agency staff including those at the CA Public Utilities Commission and CA Energy Commission as well as DOE. The Manager will be responsible for providing timely and useful analysis and advice to Commissioners’ offices, administrative law judges, and CSE management on a wide range of regulatory issues pertaining to, DG and related proceedings. Frequent travel is likely.
